NYPD commissioner resigning; top deputy to take his placeThe police commissioner who led New York City away from controversial "broken windows" policies, oversaw continued drops in crime and leveraged his position to confront some of the darkest moments in the department's complicated history announced Monday that he is retiring. James O'Neill, 61, said he will leave next month for a job in the private sector.
