Deal reached for Ben Carson, HUD to help fix NYC's notorious public housing system
U.S. housing officials and New York City announced a deal Thursday to appoint a federal monitor to watch the city embattled public Housing Authority amid problems with unlivable conditions, lead paint, lack of heat and mold.
